As Syria spirals deeper into civil war, UN Security Council foreign ministers will meet today to discuss the humanitarian crisis, particularly the plight of refugees.

But fewer than half the council's members are sending ministers, highlighting the body's divisions and paralysis over how to end the 17 month conflict.
