Colombia's second largest guerrilla organization, the National Liberation Army (ELN), says its exploratory talks with the government are almost complete. The ELN adds, however, that any settlement cannot include jail time for the rebels. Secret talks have been underway between the government and the 2,000-strong ELN for 15 months, and 80% of the agenda has already been satisfactorily resolved. teleSUR
